Greetings all,

I am writing on behalf of 402 to respond to the questions; answers below,
in blue.


1. What are some potentially problematic issues that concern you about
rentals in Chelsea Place?


Broadly, there are three areas that concern us about rentals at CP:
fairness, clarity, and the need for a mechanism for the enforcement of
rules and regulations.

   - Fairness: whatever policy regarding rentals we adopt should apply to
   all homeowners, not just one or two.
   - Clarity: the terms of rentals, the responsibility of renter and
   homeowner, the number of units renting at one time (see below for answers
   to #2)
   - Mechanism for enforcement: If rules, then policing. How, who, when,
   why?


2.In your opinion, what specific restrictions or rules changes to the
bylaws should we research, discuss, and possibly adopt to address these
concerns?

   - length of lease
   - proximity/availability of homeowner to address issues should they arise
   - number of renters in one home at one time
   - different HOA fees for homeowners who rent?
   - clear guidelines about property upkeep, responsibility (renters and
   owners) both on property and in shared spaces
   - absentee owners not exempt from from service on HOA board and
   subcommittees
   - noise
   - parking
   - pets (can overlap with noise and landscaping/upkeep)
   - common regulations (trash), rotating service on board, sub-committees
   - care for individual home garden (plants/trees) that is not the purview
   of the HOA; again, clarity about the responsibility of renter and owner.

3. What concerns do you have about such restrictions or rules?


Fairness to all and how to enforce without undue pressure on any one or any
particular body (e.g., officers).


4.  Is there anything else you would like to add?

Not yet. Perhaps on seeing others' answers.
