This situation seems unclear to us.

We would not want Mr Ringer put in the middle of situation with homeowners, City of Decatur, and GA Power or ask him to contend with the hazards of downed power lines. 

There is also the issue of the property owner and their insurance arrangements; it would seem important that they be checked with, if not in fact that they or the city should initiate the cleanup.
