We can't do that. One, that's what we pay taxes for. Two, it won't speed
things up because GA Power won't come out to inspect it until the City
calls them. Three, GA Power won't start the work until they've inspected
it. Four, we can't expose Jimmy to the risk if there is anything unexpected
under the tree. Five, we can't expose the HOA to the risk if Jimmy is hurt
removing a tree that is not on HOA property. Six, we expose the HOA to the
risk if the City or GA Power objects to use removing the tree.

I know that the situation is dire, but there is just to much risk exposure.
