[Everyone] Retaining walls

Hi everyone,
It seems getting anyone willing to work on our retaining walls will be difficult.  Some companies have stated they no longer take contracts in CoD period, and those who have come out to give a bid have decided to this point not to submit a proposal.  The one person most upfront said they have had repeated costly issues with CoD halting projects and forcing them to redesign projects and submit new blueprints and engineering reports for seemingly spurious reasons.   
I will continue to seek a bid from those who have come out and try and find other companies as well.
