I disagree. CAU's letter very clearly said
*A railing should be installed on the steps/walkway next to unit 410.
Although compacted, pea gravel is not the most stable walking surface*
That's pretty clear to me that they want a railing along the creek side of
the path next to 410, heading up towards yours and Mark's house.
